Respectful Venerables and everyone,
I read somewhere in the vinaya pitaka a mentioning about a samaneri being an arahant as well as a sikkhamana, but now that I’m searching for it,I’m unable to find it, if anyone is familiar with this can you please tell me?

The state of a sikkhamama is a few times mentioned in the Therigatha, but not in all cases it is clear that they reached arahantship while still in that state. The clearest is probably Sumedha in Thig16.1:
Thig16.1:69.3: Cha abhiññā sacchikatā,
While still a trainee nun she realized the six direct knowledges,
Thig16.1:69.4: aggaphalaṁ sikkhamānāya.
along with the highest fruit.

I know you are looking for Vinaya, But I’ll also mention this passage from the Dhammapada Commentary
Now a certain seven-year-old girl, a novice named Cīrā, who had attained the analytic knowledges, {3.211} worshipped the Teacher and said: “Venerable Sir, I will perform a miracle.” – “What miracle will you [30.44] perform, Cīrā?” – “Venerable Sir, I will fetch Mount Sineru here, and the range of mountains that encircles the earth, and Himālaya likewise, and I will set them up in a row; and then I will soar like a wild-goose up and over the tops of these mountains without so much as touching them and return here. When the populace see me, they will ask: ‘Who is that?’ and the answer will be: ‘That is the female novice Cīrā.’ The sectarians will say: ‘It is a mere seven-year-old novice who possesses this supernatural power; what must the supernatural power of a Buddha be like?’ So saying, they will flee away without so much as waiting to see you.”
