AFAIK the Dependent Origination is about the arising process of suffering(in our mind) and how one can ends it. The 4 Noble Truth is the simplified version and the Dependent Origination is the expansion of it. Dependent Origination is not same with Conditioning. The View of Superiority , Inferiority and Equality is included in the Conceit category. The View above rising from " I am ".

The Dhamma is for everyone equally.
The Vinaya is not for everyone, this is due
to worldly conditioning. Or kamma related.
Buddha didn’t allow the Naga ordain as a monk. Also crippled are not allowed either.
The Buddha’s teaching is two fold , one is mundane and the other supramundane.
Your concerns is the same with the “female” Vinaya secondary status situation. Unfortunately, I am not able to be of any
help in this vinaya matter. Buddha’s teaching is about ending of suffering.
It is not about seeking perfection.
Seeking perfection is suffering itself.

At Dhammadharini, we are working on the questions around ordination of transgendered or non-binary gendered individuals. As with the restoration of bhikkhuni ordination people assume that things are impossible, and the ancient rules have been interpreted with those assumptions. There is a process of research to de-bunk wrong vinaya interpretations, and building consensus.
