I am using the latest Firefox on Ubuntu 24.0. And going to Chrome, it’s exactly the same.

This is a zoomed in screenshot of your screenshot.
The fact that I can see it in your screenshot makes me think that it is in fact appearing. I can look at upping the contrast to make it more prominent

It’s probably appearing, but very dimly. Not discernible for my eyes anyway.

BTW, I can see the line in this post very clearly. However I have no idea how it has been typed. If the horizontal line would look similar, that would be fully satisfying.
My line was typed. I was trying to get it to draw a line and failing.
Anyway, we will push a more contrasty line in the next day or so. There was a previous tweak to the Discourse default which got missed in the changeover. It will apply to all themes and palettes.
