On the meaning of saṅghāṭi

Bhante Sujato recently alerted me to the fact that the word saṅghāṭi – normally understood to mean “outer robe” – is not used consistently in this sense in the EBTs. I had noticed some unusual usages of this word myself, but had dismissed it as the typical variety in and inconsistency of language.
