Pardon my ignorance but is the plaque saying this is a double abhaya mudra? I don’t see how left hand is counted as raised and I have never seen a Buddha rupa with 2 hands up.

Well-spotted! The plaque was on the left hand Buddha, the photo is of the one on the right – it was a better photo.
