What is preventing the completion of the whole English Tipitaka?
It is completely translated isnāt it?
Time and interest. The people who have time may not be interested (perhaps because they donāt consider the text important). And the people who have interest (and ability of course) may not have time.
And as Ceisiwr says, there are English translations of everything that one might consider root texts. Is there a specific text you are interested in but canāt find?
Or were you asking specifically why the translations donāt exist on SuttaCentral.net? Copyright might be the reason for that.

- Tika: Around 5,000 pages
If you are looking at the commentaries and sub-commentaries, those arenāt classed as being part of the Tipiį¹aka.
These are available at the PTS. For example, here is the Yamaka: The Book of Pairs and its Commentary: 3 volume set - Pali Text Society
Since much of what is posted here is cut and pasted from the Oxford Centre for Buddhist Studies website, perhaps itās best to address your questions to them.

We will complete the full translation of the Pali Canon and Commentaries, combine these with the open-source, freely available translations already available, and make the entire completed work freely available online and freely searchable, such that, at long last, it is all available in its entirety for all future generations. We will do this in collaboration with Sutta Central.
Are the Pali commentaries that the Ven. Bodhi often refers to available in English?
In Judaism, every Bible comes with an anthologized commentary. Buddhism should have that as well.
In most cases, no. Bhikkhu Bodhi and others have translated commentaries for some suttas and of course he, and others, quote excerpts in their notes.
