Is this (2nd) link to the same document or content as that link in the OP post?

(Trying the link in the OP post arrives as a page for “DL Community” with a message from “PJ” about some move. Apparently one has to log-in? Trying to “Register” fails for want of some update of Adobe Flash Player, which is impossible on this iMac computer without updating the OS X, a s/w major demand with then having to realign versions of several critical applications – which is, pardon the bias, coercion, a form of slavery to commercial update-itis.)

If the 2nd link isn’t the same document / data, is there a way of making it available here without using that DL gateway? Or is it some kind of insider-only situation?
