Virtue as the fundamental basis of the path

I seem to recall a sutta (actually, perhaps more than one) where a Bhikkhu (Ananda?) describes how virtue is the basis of the path and can lead, step-wise, to liberation. Does this ring a bell? – or is it just my biases creating a false memory?
