3 turning 12 line means what?

Ignorance is:
Seeing what is impermanent as permanent (nicca)
Seeing what is unsatisfactory as satisfactory (sukha)
Seeing what is not-self as self (atta)
Seeing what is unpleasant as pleasant (subha)
…and thinking there is anything outside this framework of Truths.

The dhamma eye is the attainment, the breakthrough into nibbana (as I understand it), at the level of the stream entrant.

Nibbana is the ultimate emptiness. It teaches nothing. However experiencing it shows us that escape from samsara has been experienced (and is possible). It shows us in retrospect, what the correct path to do this is. It is also the ultimate bliss and these aspects can be confirmed. It might not teach anything, but means a lot!

As for dhamma eye :

Meaning is the
destruction of ignorance !

Ignorance is seeing:
-Permanent in the impermanent
-Satisfactory in the unsatisfactory
-Self in what is not-Self
-Lack of disgust (subha) in the disgusting (asubha)
This falls under the First Noble Truth.

Also not seeing the aggregates, elements and sense bases but just seeing conventional objects (boy, tree, car) is ignorance. Experience when slowed down (when samadhi is wielded in a certain way) separates out into bits of experiential phenomena that can be individually recognised as the so called ‘ultimate’ building blocks of experience. This is then further seen as tilakkhana SN22.59.

Not having removed the cause of suffering falls under the second Noble Truth.
Not realising the Nibbana element falls under the Third Noble Truth
Not fully practicing the Noble Eightfold Path fall under the Fourth Noble Truth.

Ignorance is defined as not knowing the Four Noble Truths as well. This is the most common definition of ignorance. Often people think it is only to do with not-self but that doesn’t reflect the position of EBTs.
