I know this is an old thread, but just in case anyone is still searching for it, GBoard now has a “Sanskrit (Latin)” keyboard with all the diacritics you’ll need (ṛ ḷ ṃ ṁ ṅ ṇ ā ī ṣ ś…) Just go to settings and add it as an additional language:
