I notice that https://suttacentral.net/pi/snp1.6 has a paragraph numbering mismatch; the Pali has one SC paragraph before the gatha, and the English has two.

Unfortunately, this is not uncommon. The translations and texts are numbered independently. In our upcoming new translations, all these numbers will be properly coordinated, but for now this is what we have.
The SC numbers should be understood as simply defining the paragraph numbers for that text or translation.
