Hello Andrew. I’ve only just now seen this (nearly two years old) post of yours. I am actually working my way through translating some of this work, which is going up piecemeal onto SC.
It is very long, and as Bhante Sujato responded to you, parts of it are quite challenging (though other parts are quite straightforward). My translations are being put up in segmented form (like Bhante Sujato’s translations of the main Nikāyas) so that people can see the English and Pāli together.
I have been tackling section 3 so far (see SuttaCentral) and have completed all of 3.1 through 3.6 and have almost completed 3.7. As I said, progress is very slow as I have many other things going on in my life, including Pāli teaching via SC, and I know I will never complete it all. But having some of it up there is certainly better than none!
