Is extinguishment (nibbāna) a state? On translating pada

Exactly, the verse feels very different, and that’s the way it was intended.

Given that, to me it comes as no surprise that padaṃ as reference to nibbāna is found almost solely in verse.

I think so too, actually. But by doing so they may have inadvertently created the problem.

Of course it’s everlasting. And it’s blissful because it ends suffering. Here sukha is the absence of dukkha.
